Abstract
The human resource management is experiencing a huge changing process, as well as the traditional approach - job-centred - is showing fragilities in a turbulent and changing organizational environment, specially in vanguard and innovative industries. The proposal of this paper is to present a new model, based on competence concepts, which provide integrated orientation to all aspects of human resource management in despite of the environment pressure. The applicability of the model is tested through an analysis of its implementation in a telecommunication company, which has been suffering deep transformations during the last years. The paper starts with a conceptual review of competence, considering different theoretical streams, followed by industry and company presentations. After that, the main expected outputs with the model implementation are listed and an analysis of this process is accomplished. The model efficiency is corroborated by a company managers perception survey, which confirms the success of this kind of system as a base for decision-making about human resource management.
